The experiments had begun.
Young adults, from the age of 15 to 19 were taken from their schools, ripped from their original lives, all ties and relationships severed completely, all for the love of science. For years, humans have been fascinated by technology and the supernatural, and hey, why not mix them together to make a reality? It started with electricity, lightbulbs, heaters, then cars - that kind of thing. But some people had a thirst for something more, something amazing! They would experiment with these teens and they would be known as one of the 'modified'.
Was what they were doing even mildly humane? Highly doubtful. But these scientists had grown up thinking differently. They had been raised and taught to think in the way of the future. They didn't know that what they were doing wasn't morally right. They were innocent of any thoughts that could've meant they were doing something wrong. Innocent in the most terrible sense of innocence - the innocence of a monster.
The first teens had minor adjustments - they were just a little bit smarter, a little bit more athletic, more creative than the average teen. But then the experimenting moved on, until the things these teens could do was almost unimaginable. Worst of all, the government found out that these beings were being released into the public after experimentation was complete.
Strange 'double-death' cases popped up all over the country. Basically, people appeared to be dying twice. The first death seemed like an accident. The second unmistakably suicide. Absolutely /all/ ties severed. Even if that meant that the scientists had to fake the teens' deaths to keep them in the labs long enough. And, once released, not many could live with themselves...
While kept captive, the teens were injected with a special serum, which forces their bodies to be unable to age, but to remain in their teens for the rest of eternity. Therefore they were never in one place for long, lest people close to them noticed that they seemed to never age a second. They were always moving, moving, moving. Changing schools, cities, taking up a whole new identity whenever it was needed. It was difficult, but important that they managed to adapt to this new life of constant change. Even if that meant stealing to sustain it.
And if they ever were caught, well, the government had already developed a plan which would allow them to dispose of "those monsters", as they were often referred to as. They would all be taken to a safe place, where they could never hurt anyone, ever...
...which was, naturally, six feet under...
